What is mental privacy?

Mental privacy is the ability to keep thoughts, mental states, and sensitive cognitive inferences from being observed, inferred, stored, shared, or acted on without meaningful knowledge and appropriate control.

Why mental privacy is broader than data privacy

Ordinary privacy asks who can collect or use personal information. Mental privacy focuses on information that reveals or predicts inner states: beliefs, attention, emotion, intentions, vulnerabilities, preferences, memory, or cognitive patterns. A system may infer these qualities from behavior even when a person never states them directly.

What kinds of data can affect mental privacy?

Relevant inputs can include search history, reading and viewing behavior, interaction timing, location patterns, language, voice, facial or gaze signals, biometrics, wearable sensor data, and—where available—neural signals. The privacy concern depends on what a system can reliably infer and how that inference is used, not only on the raw data category.

Mental privacy and cognitive liberty

Cognitive liberty requires room for thought that is not continuously converted into a profile. That makes transparency, purpose limitation, minimization, security, revocability, and user access to stored or inferred records especially important when systems make intimate predictions.
