Problem → pathway → mechanism → maintained resources

Start with the problem you are trying to solve.

The Cognitive Liberty Resource Navigator connects the accepted worldwide mechanism taxonomy to a practical implementation pathway, reviewed organizations, lifecycle-aware standards and technologies, researchers, implementation kits, audit domains, and supporting research. It does not create a second copy of those records: it is a maintained crosswalk between existing authorities.

Direct answer

If you are trying to protect private inquiry, reduce identity linkage, challenge an automated decision, preserve access through censorship, or implement safeguards in a real institution, you should not have to know which report, standard, organization, or technical project to search first. Start with the human problem below; choose the private-inquiry pathway for an end-to-end workflow, or follow a mechanism into the accepted records that address its layers.

Crosswalk and lifecycle boundary

A relation or pathway means the accepted records are useful starting points for the named problem. It does not create endorsement, legal advice, certification, technical guarantees, or a claim that every referenced resource addresses every aspect of the problem.

Lifecycle labels are point-in-time maintenance annotations. External records remain governed by the verified network directory; implementation guidance remains governed by the five implementation-kit records; audit criteria remain governed by AUDIT-CL-001; exact reports remain protected in /docs.

Implementation pathway

Move from a human problem to a documented institutional decision.

NAV-CL-P001

Protect private inquiry

A five-step, server-rendered implementation pathway from a defined threat model to least-intrusive architecture, institutional policy, audit questions, and inspectable evidence.

  1. Threat modelDefine the inquiry, the actor, and the harm before selecting controls.
  2. Least-intrusive architectureRemove identity, retention, and centralized observation before adding policy promises.
  3. Institutional policyBind people, vendors, and public authority to narrow purposes and real consequences.
  4. Audit questionsTest actual behavior across all eighteen domains instead of accepting a single score.
  5. Evidence and maintenancePublish inspectable evidence, preserve limitations, and schedule the next challenge.

Ten worldwide mechanisms

Follow the mechanism into evidence, safeguards, and institutions.

Each section joins existing records by stable ID. The relation itself is versioned as a NAV-CL-R* record so future releases can add, remove, or supersede links without silently changing the underlying organization, standard, technology, researcher, kit, audit, or research authority.

Why these records are connected

The crosswalk is grounded in exact report sections preserved in protected durable memory. Those reports are research inputs, not current external endorsements or universal legal authority.

Maintenance rule

Crosswalks may change; stable source identities do not get recycled.

If a standard is superseded, a project enters maintenance mode, a maintainer changes, an affiliation shifts, or a better relation is established, a future release can update the lifecycle or navigator relation while preserving the original stable IDs and review history. That keeps navigation useful without rewriting the research record.
